Finding your way Around the APPP

The APPP is divided into different sections. One the homepage there are 5 tiles / buttons:

Safeguarding Adults Procedures-links to the safeguarding adults policies, procedures and practice guidance resources for practitioners.

Reporting Concerns – what to do if you are worried about an adult in Bury.

Useful Links– links to key local agencies and organisations.

Legislation and National Guidance– key legislation and national guidance for practitioners.

Learning from Safeguarding Adults Reviews -links to Safeguarding Adults Reviews and 7 Minute Briefings which have been published by Bury Safeguarding Adults Board.

When you are in the Safeguarding Adults Procedures section, there are a number of tabs on the left side of the screen:

‘Using this Site’ is this page, which provides information about how to use the APPP

‘Contents’ contains the different sections and chapters in the main body of the resource.

‘Resources’ provides a range of relevant supporting information; from briefings to Safeguarding Adults Review reports.

‘Contact’ contains local contact details for teams, services and partner organisations

Accessibility Options

This portal has a number of different options to support online reading. Using the ‘Accessibility’ drop-down menu on the left-side of the screen, you can change to green, blue or pink backgrounds, yellow text on a black background or you can return to the default setting.You can also resize the website by pressing CTRL and + together to make the site larger, you can keep pressing this to increase the zoom level. Pressing CTRL and – together makes the site smaller. This is a feature built into your web browser, known as in-browser zooming, and so depending on the browser you’re using the controls may be different.

In addition, the site is designed to be accessible for users of text only and screen reader software programs which allow blind or visually impaired users to read the text that is displayed on the computer screen with a speech synthesizer or braille display. Our content is consistently structured, including headings, which makes using the software on our site easier. Also, when viewed through screen reader software, every page has a ‘Skip to main content’ link which allows software users to go straight to the main content of that page instead of receiving the full navigation options every time. Please share this information with blind or visually impaired colleagues.

Using the APPP Resource on Smartphones and Tablets

This resource works well on  smartphones and tablets. When used on mobile device, the website will immediately convert into a mobile friendly version, where the tabs sit behind the Menu button.

Adding Shortcuts to the APPP

You can easily access the APPP by installing a shortcut on your device, which will directly open up your internet browser to the APPP site. You can do so using the following methods:

  • on desktop / laptops: go to the homepage of the APPP website in your internet browser, then bookmark it using your browser’s bookmark feature. Open your browser’s list of bookmarked websites and drag the APPP bookmark onto the desktop of your device.
  • on smartphones / tablets: go to the homepage of the APPP website in your internet browser, and do the following:
    • On Android devices – click the three dots, and select ‘add to home screen‘.
    • On iOS / Apple – click the share icon Apple share icon, scroll down the page and select ‘add to home screen

The Resources section contains a number of links and documents to supplement the information in the chapters, including:

Reading Confirmation

At the bottom of each chapter there is a reading confirmation box which allows readers to confirm they have read the content. This can be useful for new staff or volunteers on induction or when a new policy or procedure is added to the site.

Safeguarding Adults Review (SAR) Policy: Conducting SARs in Bury This policy sets out the arrangements by which Bury Safeguarding Adults Board (BSAB) will conduct case reviews. It highlights the statutory duties, overall process for running a Safeguarding Adults Review (SAR), and how BSAB will commission such work.
Mental Capacity and Deprivation of Liberty This policy informs staff about the arrangements for working with people over the age of 16 who lack the mental capacity to make decisions about their care and treatment.

It also sets out the procedures for staff to follow in assessing capacity and making best interest decisions.

Modern Slavery Section 2.1 Human trafficking, has been updated to include Information on the duty the Human Tissue Act 2004 (Supply of Information about Transplants) Regulations 2024 places on clinicians to report any suspicions that an organ transplant-related offence has taken place to the Human Tissue Authority.
Forced Marriage Section 4, Adults with Care and Support Needs has been updated to reference information produced by the Forced Marriage Unit and ADASS. Appendix 1, which is new and based on the finding in the case of AG (Welfare: FMPO), Re [2024] EWCOP 18, lists suggested questions which can be helpful for practitioners to use if they have concerns about proposed overseas travel plans: A link to a forced marriage easy read published by the Home Office and Foreign, Commonwealth and Development Office has also been added.
Identifying Adults Vulnerable to Radicalisation and Violent Extremism This guidance, which contains information on how to respond when there are concerns that an adult is vulnerable to radicalisation or extremism, has been reviewed and updated throughout.
Notification and Information Sharing between HM Coroner’s Office and Bury Safeguarding Adults Board This new Standard Operating Procedure seeks to establish effective and consistent notification and information sharing between those involved in Adults and Children’s Safeguarding Procedures, Child Death Overview Panels, Domestic Homicide Reviews and Her Majesty’s Coroner Office for North Manchester.
Assessments in Mental Health This new guidance has been added to help patients, carers and professionals better understand the difference mental health assessments and assessments under the Mental Health Act.

Cuckooing This section has been updated throughout to reflect the latest Home Office County Lines guidance.
County Lines: Criminal Exploitation of Adults This chapter which provides information on how to spot signs that an adult with care and support needs is being exploited and what action to take if you have concerns, has been updated throughout.
Multi Agency Escalation Process The multi-agency escalation process, which should be followed when professionals working in different agencies disagree about safeguarding adults decisions and actions, has been reviewed and updated throughout.
Professional Curiosity This new chapter explains why it is important for practitioners to be professionally curious when working with adults who may be experiencing abuse or neglect. It covers what professional curiosity is, and provides examples of ways in which practitioners and show professional curiosity.
Inherent Jurisdiction of the High Court This new chapter, explains the inherent jurisdiction and how it can be used to safeguard adults who the Courts describe as ‘capacitous but vulnerable’.
Self-Neglect and Hoarding This new guidance contains detailed information for practitioners on working with self-neglect and hoarding – including how to respond.
Working with People who have Lasting Power of Attorney This new guidance covers why it is important to find out if there is a ‘lasting power of attorney’ (LPA) or ‘deputyship’ when working with an adult who does not have mental capacity.

Safeguarding Adults and Culturally Competence Practice This new guidance highlights the importance of recognising and understanding people’s cultural identities when working to safeguard them and promote their needs.
Historic (Non Recent) Allegations of Abuse (including Sexual Abuse) This chapter, which contains information for practitioners on the action to take if an adult discloses abuse they experienced in the past, is new. It includes advice on how to support the adult concerned.

Print

This resource has been designed to be used online. If you print a chapter, for example to take to a meeting, please note it is valid for 72 hours only from the date it was printed. Whilst APPP resources are usually updated every six months, there may be occasions when they are updated urgently as a result of a Safeguarding Adults Review or inspection recommendation, so it is important to be sure that you are using the most recent copy. This is why we recommend that if you have to print a chapter, you no longer refer to it after that time.
